A meta question is eligible to appear in community bulletin if it is less than two weeks old, has score $\ge3$ and is tagged .

There are several questions posted recently which fulfill the criteria, but are not shown in the community bulletin. (And the time period seems to be too long to blame this on caching.) Some examples:

The only questions I see among Hot Meta Posts is "Scaling down large images in posts" - this one was posted on March 24. (So in a few days it will no longer fulfill the criteria to be selected.)

Why did this happen? Do other sites have the same problem? Could this be corrected?

I have searched a bit to see whether some similar bug report was posted on other metas, I have seen a post on Stack Overflow Meta from January 2021: What happened to Hot Meta Posts again?

    $\begingroup$ I will add that I got a brief response from Catija in chat. (From that message it seems that the plan might be to show also feature requests. The post which is now shown in the CB has both tags, discussion and feature-request.) $\endgroup$ Apr 5, 2021 at 6:38

    $\begingroup$ Does this mean that the "hot meta posts" will show only those posts which have both these tags "discussion" and "feature request"? It should work as a union of these tags and not as intersection. $\endgroup$
