Votes and flags to close "age away"; this starts after 14 days (or earlier if there are many views) at a rate of one per day, or something close to that. Thus if nobody does something at some point there will simply be no more active votes or flags, and as a consequence the question leaves the queue (or maybe it would be better to say is not included anymore).
