I don't mean that they're mis-tagged: I mean that the question contains the words "Lucas sequence" but is actually talking about the Lucas numbers, and not the more general class of sequences.
Whether or not anyone specifically aims for it, most closed questions are likelier than open ones to proceed toward deletion automatically. See How can a post be deleted?. In particular, the rule RemoveAbandonedClosed will delete closed questions in only a few days; the only thing that can permanently stop this is a positive score on the question or (positively scored/accepted) answers. By contrast, an open question with score 0 and no answers will stick around for an entire year (by which time one hopes something will have changed).
Perhaps "Do not use this tag simply because it has a function in the question" should also go in the excerpt, so that a few more users will notice the instruction.
@amWhy It's impossible to know how often the placeholder text keeps people from answering questions in comments aside from "not always" :) That doesn't mean it doesn't help, and it doesn't mean that the proposed feature will never help - though it might not help enough to be worth the trouble of implementing it.
Is it possible to add a link to a meta thread, or encouragement to post on meta first, to the page math.stackexchange.com/help/privileges/create-tags? Or must pages in the help center be identical across all SE sites?
@amWhy I agree, but it's better than nothing. (And I think that people who currently write complete answers to "hint only" questions would not go along with any reason to remove their complete answers entirely, unless it were an extreme one such as "delete all such answers".)
